The Right to Information Act 2005 came into force for its enactment from 12th October 2005 to promote transparency and accountability in the working of every public authority in India. Under this act, we are committed to provide the following information on our website to every citizen of India.

To develop world class technologies and their applications for sustainable utilization of ocean resources.
   
To provide competitive, value added technical services and solutions to organizations working in the oceans.
   
To develop a knowledge base and institutional capabilities in India for management of ocean resources and environment.

While performing the duties assigned to the different officers/staff, they exercise by and large the powers prescribed by the guidelines issued by the Government form time to time as well as those prescribed under different manuals, rules like General Financial Rules, Delegation of Financial Power Rules, Manual of Office Procedures, etc.

(v)

Rules, regulations, instructions, manuals and records, held by NIOT or used by its employees for discharges its functions

 

The officers/staff of NIOT discharge their functions based on the guidelines issued by the Government from time to time as well as those prescribed under different manuals, rules like General Financial Rules, Delegation of Financial Power Rules, Manual of Office Procedures, etc.

There is no provision to seek direct consultation/ participation of public or its representation formulation of policies of NIOT or its implementation. The policies after due process and with approval of the Governing Council of NIOT/the Government.

A Statement of boards, council, committees and other bodies consisting of more persons constituted as its part or for the propose of its advice, and as the meetings of these boards, councils, committees and other bodies are open public, or the minutes of such meetings are accessible for public.

The work of various programmes/schemes being implemented by the Institute is carried out by the Governing Council headed by the Secretary, Department of Ocean Development. The meetings of the Governing Council/any of the Committees constituted are not open to public. The minutes of such meetings are also not accessible for public. The relevant provisions of the Act towards charging fee are as under:
 
1.
A request for obtaining information under Sub-section (1) of Section 6 shall be accompanied by an application fee of Rs.10.00 by way of cash against proper receipt or by demand draft in the name of the 'Accounts Officer, National Institute of Ocean Technology ' payable at Chennai.
   
2.
For providing the information under Sub-section (1) of Section 7, the fee shall be charged by way of cash against proper receipt or by Demand draft payable to the 'Accounts Officer, National Institute of Ocean Technology' at following rates:
 
a.
Rs.2.00 for each page (in A4/A3 size paper) created or copied
b.
Actual charge or cost price of a copy in larger size paper.
c.
Actual cost or price for samples or models; and
d.
For inspection of records, no fee for first hour; and a fee of Rupees 5.00 for each  fifteen minutes (or fraction thereof) thereafter.
   
3.
For providing the information under Sub-section (5) of Section 7, the fee shall be charged by way of cash against proper receipt or by Demand draft payable to the 'Accounts Officer, National Institute of Ocean technology' at following rates:
 
a.
For information provided on CD Rs.50.00 per CD; and
b.
For information provided in printed from at the price fixed for such publication or Rs.2.00 per page of photocopy for extracts from the publications.
